OCCAR contracts MBDA to launch HYDIS² concept phase
MBDA has signed with the Organisation for Joint Armament Cooperation (OCCAR – Organisation Conjointe de Cooperation en Matière d’Armement), a European Defence Fund grant agreement on behalf of the partners of the HYpersonic Defence Interceptor Study (HYDIS2) Consortium and a Linked Procurement Contract (member states co-funding), on 15 May, launching the HYDIS2 concept phase.
The European Commission selected the HYDIS² project for funding in July 2023 and the governments of France, Germany, Italy and the Netherlands decided to co-fund.
The signature between MBDA and OCCAR marks the beginning of a three-year concept phase, a major milestone which objective is to select the most suitable and effective counter-hypersonic and anti-ballistic concept with the associated weapon architecture.
Coordinated by MBDA, this new chapter will allow the partners to:
- collect and harmonize the definition of operational scenarios and weapon systems interface, taking into account the European and NATO roadmaps
- build a joint definition of each threat based on the knowledge and expertise of all the partners involved
- consolidate weapon system requirements and integration in the whole engagement chain
- select the most suitable counter-hypersonic and anti-ballistic concept of interceptor for European nations’ needs, with the associated weapon system architecture to prepare an Assessment Phase and aim at an in-service date at 2035 horizon
- mature the technologies that enable the implementation of the counter-hypersonic concept in the next programme phase
- create the industrial network to develop the future counter-hypersonic missile systems
MBDA coordinates the HYDIS² consortium, bringing together 19 partners and more than 20 subcontractors in 14 European countries. Along with MBDA in France, Germany, Italy and Spain, the partners are ArianeGroup, AVIO, Avio Aero, Bayern-Chemie, CIRA, DLR, GKN Fokker, LYNRED, OHB System AG, ONERA, ROXEL France, THALES LAS France, TDW, THALES Netherlands and TNO. HYDIS² is a central element of the contribution of European states to the mission of defending populations and armed forces, in particular against emerging hypersonic threats, which constitute a radical change with respect to ballistic ones.
MBDA a signé avec l’OCCAR (Organisation Conjointe de Coopération en matière d’ARmement) deux contrats majeurs permettant le lancement de la phase de concept du projet HYDIS2 (HYpersonic Defence Interceptor Study). Ces contrats portent sur un accord de financement (Grant Agreement), signé par MBDA en tant que coordinateur du consortium HYDIS2, dans le cadre du Fonds Européen Défense, ainsi qu’un contrat d’acquisition impliquant l’ensemble des Etats membres (Linked Procurement Contract).
En juillet 2023, la Commission Européenne a sélectionné le projet HYDIS2 pour financement, que la France, l’Italie, l’Allemagne et les Pays-Bas ont choisi de cofinancer.
Cette signature marque le lancement d’une phase de concept de trois ans, dont l’objectif principal est de sélectionner le meilleur concept d’intercepteur contre-hypersonique et antibalistique, ainsi que l’architecture système correspondante, afin de répondre aux besoins des nations européennes.
Cette nouvelle phase, coordonnée par MBDA, permettra notamment aux partenaires :
- D’harmoniser la définition des scénarios opérationnels et l’interface entre les systèmes d’armes, en tenant compte des feuilles de route de l’Europe et de l’OTAN ;
- De définir les différents types de menaces, grâce à l’expertise de l’ensemble des partenaires ;
- De consolider les exigences relatives aux systèmes d’armes et à l’intégration dans l’ensemble de la chaîne d’engagement ;
- De sélectionner un concept d’intercepteur unique et de porter à maturation les technologies critiques associées ;
- De préparer la prochaine phase du projet, la phase d’évaluation (assessment phase) afin de viser une mise en service à l’horizon 2035 ;
- De créer l’écosystème industriel permettant de développer cette future capacité européenne.

HYDIS² est un élément central de la contribution des États européens à la mission de
défense des populations et des forces armées, en particulier contre les menaces hypersoniques émergentes qui constituent un changement radical par rapport aux menaces balistiques.
Oggi 15 maggio, MBDA ha firmato con OCCAR (Organisation Conjointe de coopération en Matière d’Armement – Organizzazione congiunta per la cooperazione in materia di armamenti) un Grant Agreement del Fondo Europeo per la Difesa per conto dei partner del consorzio HYDIS2, e il relativo contratto di procurement (cofinanziato delle nazioni) per il lancio della concept phase di HYDIS2 (HYpersonic Defence Interceptor Study – Studio di un intercettore per la difesa da minacce ipersoniche).
A luglio 2023 la Commissione Europea ha selezionato il progetto per un finanziamento e i Governi di Francia, Germania, Italia e Paesi Bassi hanno deciso di co-finanziarlo.
La firma tra MBDA e OCCAR segna l’inizio di una fase di studio triennale, un’importante milestone il cui obiettivo è la selezione del concetto anti-ipersonico e antibalistico più idoneo ed efficace con la relativa architettura di sistema d’arma.
Coordinata da MBDA, questa nuova fase consentirà ai partner di:
- raccogliere e armonizzare la definizione degli scenari operativi e l’interfaccia dei sistemi d’arma, tenendo conto delle roadmap europee e della NATO;
- creare una definizione congiunta di ogni minaccia sulla base della conoscenza e delle competenze di tutti i partner coinvolti;
- consolidare i requisiti del sistema d’arma e l’integrazione nell’intera catena di ingaggio;
- selezionare il più adeguato concetto di un intercettore anti-ipersonico e antibalistico per le necessità delle nazioni europee, con l’associata architettura di sistema, per preparare una fase di valutazione e puntare ad una data di entrata in servizio che traguardi l’orizzonte del 2035;
- maturare le tecnologie che abilitano l’implementazione del concetto di anti-ipersonico nella fase successiva del programma;
- creare una rete industriale per sviluppare i futuri sistemi missilistici anti-ipersonici.

MBDA hat mit OCCAR (Organisation Conjointe de Coopération en Matière d’Armement) sowohl die Finanzhilfevereinbarung (Europäischer Verteidigungsfonds) als auch den Linked Procurement Contract (Kofinanzierung durch die Mitgliedsstaaten) im Auftrag des HYDIS² Konsortiums unterzeichnet. Die Unterzeichnung war Voraussetzung, um die Konzeptphase von HYDIS2 (HYpersonic Defence Interceptor Study) einzuleiten. Die Europäische Kommission hatte HYDIS² bereits im Juli 2023 für eine Finanzierung ausgewählt. Deutschland, Frankreich, Italien und die Niederlande hatten sich für eine Co-Finanzierung entschieden.
Mit der Unterzeichnung durch MBDA und OCCAR beginnt eine dreijährige Konzeptphase. In der Konzeptphase wird das am besten geeignete und wirksamste Konzept zur Abwehr von Hyperschallwaffen und ballistischen Raketen mit der dazugehörige Waffenarchitektur ausgewählt werden.
Unter der Leitung von MBDA werden die Partner mit folgenden Aktivitäten starten:
- Harmonisierung der Definition von Einsatzszenarien und der Waffensystemschnittstelle unter Berücksichtigung der EU- und NATO-Roadmaps
- Erstellung einer gemeinsamen Definition der Bedrohungen basierend auf dem Wissen und der Erfahrung aller beteiligten Partner
- Konsolidierung der Anforderungen an Waffensysteme und Integration in die gesamte Einsatzkette
- Auswahl des für die Bedürfnisse der europäischen Nationen am besten geeigneten Abfangkonzepts (mit möglichen Varianten) und der zugehörigen Waffensystemarchitektur zur Vorbereitung einer Bewertungsphase mit dem Ziel einer Inbetriebnahme im Jahr 2035
- Entwicklung von Technologien, die die Umsetzung des Konzepts zur Abwehr von Bedrohungen aus der Luft in der nächsten Programmphase ermöglichen
- Organisation eines industriellen Netzwerks für die Entwicklung zukünftiger Anti-Hypersonischer-Raketensysteme
Am Ende der Konzeptphase wird ein Systemkonzept stehen, das in der darauffolgenden Bewertungsphase zur Reife gebracht wird.
HYDIS² steht für die Konzeptarchitektur- und Technologiereife-Studie eines endo-atmosphärischen Abfangsystems gegen neue High-end-Bedrohungen. Die Studie wurde vom HYDIS² Konsortium unter der Leitung von MBDA vorgeschlagen, um ein neues, einzigartiges Abfangsystem gegen hypersonische und ballistische Bedrohungen für die Bedürfnisse der europäischen Nationen zu entwickeln. Die Europäische Kommission hatte HYDIS² im Juli 2023 für eine Finanzierung ausgewählt.
MBDA koordiniert das HYDIS² Konsortium, an dem 19 Partner und mehr als 20 Unterauftragnehmer aus 14 europäischen Ländern beteiligt sind. HYDIS² ist ein zentrales Element der europäischen Staaten zur Verteidigung der Bevölkerung und der Streitkräfte,. Das Abfangsystem wird gegen neue Hyperschallbedrohungen, die eine neue Art von Bedrohungen im Vergleich zu ballistischen Bedrohungen darstellen, eingesetzt werden.
